Founded by Robert D. Muller, Practical Strategy llc provides education and management consulting services to organizations seeking to drive change and improve performance.  Recent state-level projects have include assessments of customer service, teacher licensure, accountability and assessment for the New Mexico Public Education Department; state-wide high school and career and technical education redesign for the Commonwealth of Pennsylvania; alignment of secondary and postsecondary education and workforce needs in Arizona, and dual enrollment in Ohio.  We have supported school districts in several states develop high school reform and smaller learning community plans, as well as successful grant proposals.  At the federal level, we are working with the Corporation for National and Community Service to develop effective grants management practices and core competencies for grantees.  Non-profit clients have included the National Service Learning Partnership and KaBOOM!, where strategy implementation and performance measurement were the focus.  The Practical Strategy team includes experts in K-12 and higher education, management, technology and other areas of client interest.

Prior to beginning his independent consulting business in early 2004, Muller was Deputy Assistant Secretary for Vocational and Adult Education at the US Department of Education, where he was responsible for the day-to-day leadership and general management of a portfolio of $1.9 billion in federal investment and more than 120 employees.  He also served as senior adviser to the Deputy Secretary.  Prior government experience includes positions at the Department of Energy and EPA.  Muller’s private sector experience includes technology and management consulting for Booz-Allen & Hamilton, Inc. where he was part of a change management, performance improvement and business process reengineering practice.  He has 20 years of experience leading organizations and projects in government, business and not-for-profit organizations.  In addition to his education focus, he has broad expertise in the strategic management and leadership, and operation of government programs.  Muller holds an Ed.D. in higher education management from the University of Pennsylvania, Master in Public Policy from Harvard University, and B.A. from Amherst College.  He chairs the Montgomery County, MD Interagency Coordinating Board, which sets policy and provides oversight for the after-school use of more than 190 schools and public facilities.
