Dr. David Dubois is an internationally recognized consultant, educator, author, speaker, teacher, and workshop leader in the area of competency-based education and human resource management practices. David holds a B.S. from Indiana University of PA (Indiana, PA), an M.S.S.T. and Ph.D. from The American University (Washington, DC), and a post-doctoral M.A. from Virginia Polytechnic Institute and State University (Blacksburg, VA). He was holds the designation Fellow, Royal Society of Health (United Kingdom) for his research contributions to the health sciences. Dr. Dubois was also a National Education Policy Fellow with The George Washington University and the Institute for Educational Leadership.
David brings to education consulting a rich background with many years of experience working in private and public elementary- and secondary education settings, and as a professor of education at a major university. His work roles have included: consultant; classroom teacher (mathematics, science, computer science, statistics); instructional leader/administrator; leader for system-wide curriculum and instruction development; program and human resource evaluator; researcher; teacher-educator and trainer; professional counselor; and, education professor.
In the area of organization human resource management, Dr. Dubois is the author of the best-selling and now classic book entitled, Competency-Based Performance Improvement: A Strategy for Organizational Change, (HRD Press, 1993 and its Second Edition, in press). His latest book is, Competency-Based Human Resource Management (Davies-Black Publishing, 2004). David’s other major works include The Competency Toolkit (HRD Press, 2000), and The Competency Case Book: Twelve Studies in Competency-Based Performance Improvement (HRD Press, 1998). He is the author of “Competency Modeling,” found in Fifty Performance Improvement Interventions (D. Langdon, et al., Eds., Pfeiffer/Jossey Bass Publishers, San Francisco, 1999). David is the co-editor of the book, In Action: Performance Improvement In Organizations (American Society for Training & Development, 1998). He is the author of the Competency-Based Performance Improvement Organizational Assessment Package (HRD Press, 1995) and also Achieving the High-Performance Workplace Organizational Assessment Package (HRD Press, 1996).
David has complex experience with creating and implementing competency-based human resource management practices and systems, including counseling and coaching, presenting workshops and seminars, and organization development. He was Guest Editor for the Career Planning and Adult Development Journal issue, “Competencies and the Individual.” David is a Licensed Professional Counselor (LPC) in the District of Columbia. He holds professional memberships in the: Association for Spirituality and Psychotherapy; American Counseling Association; National Career Development Association; American Society for Training & Development; Society for Human Resource Management; and the International Society for Performance Improvement.
